Mandatory form for travel to Belgium
From August, 1st, all persons returning to Belgium and all persons travelling through Belgium and who are staying at least 48 hours must fill out an identification form (Passenger Locator Form). You can find this form here.

Measures currently in place due to the coronavirus (Covid-19) pandemic
In order to limit the spread of the coronavirus (Covid-19) the Belgian authorities have decided to introduce a ban on travel for non-essential purposes (recreational, tourism, etc.) to and from Belgium. Article 21 §1 of the ministerial decree of 28.10.2020 on emergency measures to limit the spread of the coronavirus (Covid-19) states that non-essential travel to Belgium is prohibited for persons who don’t have the nationality of an EU- or Schengen Member State.
The ban on non-essential travel to Belgium no longer applies to travellers who, prior to arrival on the territory, hold a “vaccination certificate” that meets all the criteria listed on the website hereunder, under chapter “Vaccination certificate”.

Visa outsourcing to VFS from the 15th of September 2021
From the 15th of September 2021, all visa applications are to be submitted through the outsourcing company VFS.
Family members of Belgian nationals can apply through VFS or directly through the Embassy: please send an email to firstname.lastname@example.org to book an appointment and learn about the required documents (only family members of Belgian nationals).
Applicants now also have the possibility to apply for a visa already 6 months before their travel date. Please note that the application must be submitted at least 15 days before the desired travel date.
How to submit your visa application
Step 1 – No valid vaccination certificate? Request authorization to submit your application
Applicants intending to travel to Belgium must contact the Embassy of Belgium in Luanda to request a prior authorization to submit an application (Essential Travel Certificate).
In order to do so, they must send an e-mail to email@example.com, containing:
- A copy of the traveller’s passport
- All the necessary documents certifying that their trip is essential, according to Article 21 §1 of the ministerial decree of 28.10.2020 on emergency measures to limit the spread of the coronavirus (Covid-19).

Clearly present the reasons why you believe you fall under one of the exceptions
When you have been vaccinated, and you hold a “vaccination certificate” that meets all the criteria listed on this website, you can skip this step and visit the VFS website.
Step 2 – visit VFS website
In order to prepare your application, you have to determine which visa type you need, and check whether you’re eligible to apply for it.
Then, you’ll need to know the documents that you’ll have to submit along with your application, how long the application might take and fees you’ll have to pay.
Each application must comply with the guidelines applicable for its visa category.
If your documents are not in English, you may need to get translations prepared before applying.

Step 3 – submit your application
Schedule an appointment via https://visa.vfsglobal.com/ago/en/bel and visit the VFS centre to submit your application, together with all the necessary documents. Complete applications will be brought to the Belgian Embassy for decision on the day of submission.
